Aging and People with Disabilities (APD) Central Office, part of the Oregon Department of Human Services (ODHS), is looking to hire an experienced and energetic Deputy Director of APD Local Office Operations (Human Services Manager 3) to join our talented team. About the Aging and People with Disabilities

The APD Program is a program within the Department of Human Service that assists seniors and people with disabilities of all ages to achieve well-being through opportunities for community living, employment, family support and services that promote independence, choice, and dignity. APD is responsible for many functions, but the main programs are the Medicaid Long Term Care program, Adult Protective Services, Long Term Care Licensing and Regulatory Oversight, Older Americans Act and Oregon Project Independence programs, Financial Eligibility services for SNAP, Medicare Savings Programs, Medicare Part D low-income subsidies, General Assistance, Disability Determination Services and Senior Health Insurance Benefits Assistance.

What you will do:

As the Deputy Director you will provide day to day management, leadership, consultation, mentoring and coaching to the district managers and program managers of the Aging and People with Disability program in the areas of leadership development, community engagement, management accountability and DHS program alignment. This position has direct impact in the delivery of all programs related to Aging and People with Disabilities and works closely with all other ODHS programs. Some duties include:

  • Overseeing APD local office staffing in partnership with ODHS Directors and Managers, including district leadership and ODHS Human Resources on all aspects of recruitment and selection processes of district leadership positions. Recruit, interview and hire, local office leadership positions.
  • Ensuring availability of resources needed to implement program policy effectively and provide guidance to program directors regarding local office personnel allocations, approximately 1,500 APD staff and managers. This may include preparation of policy option packages to be included in the agency’s budget.
  • Conducting analysis of operations and providing feedback and direction to department leadership through reports and conferences.
  • Providing leadership and direction in business integrity issues by providing guidance and input to leadership of district offices, central office and local office leadership regarding business integrity issues.
  • Representing all aspects of APD, local office and central office as well, in general principles of risk management. Participate in decisions regarding risk mitigation and assist program efforts to analyze and put in place safeguards to assure that risk is managed. Provide leadership and direction to local office leadership located throughout the districts and bring them together to coordinate efforts in their area of expertise.
  • Working closely with leadership teams and staff in central office and local office offices in the development of new policies and processes to assure needs of the local office staff are addressed and the process will enable clients to have better access to services provided by staff in the districts.

Working conditions:

Remote work or alternative work location may be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.

Employee works a professional work week. Occasional deadlines frequently require work in excess of eight hours per day or forty hours per week. Working environment can involve high stress, short time frames and requirement to work on multiple tasks simultaneously. Occasional travel to meetings. Occasional overnight travel. A valid driver's license is required.

What you need to qualify: Minimum Qualifications

Seven years of supervision, management, or progressively related experience;

OR

four years of related experience and a bachelor’s degree in a related field.

  • Social Work: Professional experience in the delivery of Human Services Programs in Oregon.
  • Communication: Demonstrated ability to effectively communicate clearly and persuasively, both verbally and in writing, with attention to tact and diplomacy with stakeholders at various levels, from employees to other state agency partners.
  • Collaboration: Demonstrated experience collaborating across programs and agencies for effective administration.
  • APD Experience: Experience working with seniors and people with disabilities to achieve independence

The Oregon Department of Human Services does not offer visa sponsorship.
