Do you have experience gathering, analyzing, and summarizing complex information to create a clear comprehensive decision document? Then, we want to hear from you!

The Aging and People with Disabilities (APD), part of the Oregon Department of Human Services, is looking to hire 14 Disability Analysts to join our team of dedicated and compassionate individuals.

This announcement will remain open until filled. The application screening process will be twice a week. SALARY NOTE: The pay listed on this posting is for the Disability Analyst 1 and Disability Analyst 2. Below is the salary information for each. Candidates who meet the Disability Analyst 1 qualifications will be paid based on the Disability Analyst 1 compensation plan. Once you meet the qualifications for the Disability Analyst 2 you will transition to be a Disability Analyst 2 and will be paid based on the Disability Analyst 2 compensation plan.

Disability Analyst 1 Salary: $3,768 - $5,758 Monthly

Disability Analyst 2 Salary: $4,131 - $6,332 Monthly

About the Program

The APD Program is a program within the Department of Human Service that assists seniors and people with disabilities of all ages to achieve well-being through opportunities for community living, employment, family support and services that promote independence, choice and dignity. Disability Determination Services, a division within the Oregon Department of Human Services, Aging and people with Disabilities, works in partnership with the Social Security Administration to determine eligibility for Social Security disability benefits under Title II, Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) for the citizens of Oregon.

What you will do:

As the Disability Analyst you will use medical, technical, and legal knowledge to independently analyze and interpret complex medical information, legal issues, Social Security Law, rule, and regulations to make legally and medically sound objective decisions about disability claims. In this role you must have highly developed analytical ability, be independent decision maker, have strong persuasive writing skills and good time management. You will be expected to independently manage a caseload to meet high production and accuracy standards in an effective, timely and cost-efficient manner. You will read highly technical electronic medical and evidentiary records on a personal computer constantly. You will have daily phone contact with (often challenging) claimants. Challenging situations and changes in policy and procedures are frequent. You will maintain a complex and diverse caseload of Social Security Disability claims at various stages of development, and exercise judgment to insure resolution of all issues.

Working conditions:

  • The central work location is in Salem, Oregon. Remote work may be considered upon successful completion of the initial 12-week on-site training class curriculum and cannot occur until federal credentials are issued. There is the potential to transition to a long-term, remote work program, which may involve a hybrid in-office and remote-work setting. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • Constant exposure to high volume workload demanding a high level of accuracy with short deadlines affecting a vulnerable client population in need of monetary and medical assistance.
  • Daily contact with claimants over the phone who may have complex medical issues, mental health impairments, substance use disorders, intellectual disabilities or traumatic brain injuries.
  • Frequent changes are made in policy and procedures and to computer applications that affect the way work is done.
  • Travel may be required for occasional field trips and training conferences.
  • Depending on program workload, some overtime may be necessary.
  • This environment requires constant use of a computer with ongoing changes to applications that affect the way work is done.

What you need to qualify: Minimum Qualifications

You must clearly show that you meet the minimum qualifications in your application or resume to be considered for an interview. Your application or resume will be used in determining what pay salary step you fall in with the pay equity assessment.

Disability Analyst 1 (Salary: $3,676 - $5,618 Monthly)

A Bachelor's degree in Medicine, Psychology, Nursing, Pharmacy, Rehabilitation Counseling, Vocational Rehabilitation or a closely related field

OR
Three years of responsible pertinent experience that provided a knowledge of human anatomy and physiology, physical and mental impairments, how the impairments affect work performance and the treatment prognosis and duration for mental and physical impairments (e.g., Military Corpsman, Nurse, Psychiatric Aide, Medical Assistant, Bodily Injury Claims Adjudication, Industrial Therapist, etc)

OR
An equivalent combination of experience and education that would typically lead to the required knowledge and skills.

Disability Analyst 2 (Salary: $4,030 - $6,178 Monthly)

Three years of experience evaluating applicants for Social Security Disability Insurance and Supplemental Security Income program benefits;

AND

a Bachelor's degree in Medicine, Psychology, Nursing, Pharmacy, Rehabilitation Counseling, Vocational Rehabilitation or a closely related field OR three years of responsible pertinent experience which provided a knowledge of human anatomy and physiology, physical and mental impairments, how the impairments affect work performance and the treatment, prognosis and duration for physical and mental impairments (e.g., Military Corpsman, Nurse, Psychiatric Aide, Medical Assistant, Bodily Injury Claims Adjudication, Industrial Therapist, etc.).

Essential Attributes

You do not need to have all these attributes to be considered for this opening; however, the most competitive candidates will have most of them. Please demonstrate them in your resume or work history profile.

  • Time Management/Organization: Outstanding time management and organization skills by developing specific goals and plans to prioritize, organize, and accomplish the work. Coordinating diverse activities to ensure completion of projects and assignments. Tracking and meeting numerous deadlines along with strong organizational skills to set priorities and efficiently manage competing priorities within the workload.
  • Managing a Caseload: Experience managing client cases by providing optimal care and bring them to resolution.
  • Critical Thinking: Experience gathering, analyzing, and summarizing complex information to write a clear and comprehensive rational to justify a conclusion.
  • Communication Skills: Ability to communicate through different modes (examples: cell phone, email, in person, Microsoft Teams) verbally and in writing complex technical and legal information in an understandable language to people of diverse education, language, and cultural backgrounds.
  • SSD Knowledge: Experience in the adjudication of claims for Social Security Disability is required to qualify for the Disability Analyst 2.

Additional Requirements

Finalists for this position will be subject to a computerized criminal history and abuse check.  Adverse background information will be reviewed and could result in withdrawal of a conditional job offer or termination of employment.

Positions with Disability Determination Services (DDS) requires a complete federal background investigation. A suitability determination by the Social Security Administration is necessary to determine whether an employee can be issued credentials in order to have access to Social Security disability data, records and systems. The job offer is contingent upon a full suitability clearance through DCHR.

The Oregon Department of Human Services does not offer visa sponsorship. Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm that you are authorized to work in the United States.
