The Office Vocational Rehabilitation Program, part of the Oregon Department of Human Services (ODHS), is searching for a talented individual with a passion for public service to apply for our Program Analyst 4 position.


In this position, you will provide statewide oversight and analysis of quality assurance program improvement activities. This quality assurance will improve services delivery, client experience and ensure the program is meeting state and federal policy, rules, and regulations. This position will lead the programmatic portfolio management consisting of ODHS and Federal reporting such as WIOA State Plan deliverables and comprehensive Statewide Needs Assessment outcomes.


The right candidate will be able to coach, consult and mentor VR staff on the ODHS management system while providing and coordinating the development of VR objectives and strategies for implementation. You will oversee risk assessment activities for each project and the VR Program as a whole. You will recommend and lead the performances of contingencies that address areas of risk as identified in the assessment. Assist the VR Executive team in creating and updating strategic goals that will maximize our resources to deliver faster services that assist individuals with disabilities in achieving, maintaining, and advancing in employment and independence

ABOUT Vocational Rehabilitation Program

The Vocational Rehabilitation Program (VR) mission is to assist Oregonians with disabilities to achieve and maintain in advance in employment and independence. VR is a state and federally funded program that works in partnership with the community and with business to develop employment opportunities for people who have disabilities. Vocational Rehabilitation programs are custom designed for each individual. Vocational Rehabilitation is a statewide program that serves approximately 12,000 Oregonians with disabilities annually, with a total staff of approximately 280 employees. Oregon Vocational Rehabilitation assists Oregonians with disabilities to achieve and maintain employment and independence.

Your duties at a glance

As a Program Analyst 4, you will:

  • Directing program wide quality assurance and service improvement activities. These activities include a coordinated statewide case file review process and other service compliance reviews.
  • Measuring the performance of programs against established goals and service levels, program mandates, and standard performance indicators.
  • Work with the Policy and Training units to identify themes and gaps in training and/or policies that need to be developed to support staff in the delivery of services or the implementation of program processes.
  • Provide portfolio management that keeps VR Projects and Change Initiatives within scope and on schedule.
  • Create and manage Communication Plans for projects within the portfolio in close coordination with the VR Communications Officer.
  • Monitor, measure, and develop reports for the ODHS Quarterly Targeted Review (QTR) committee and connect with other PMO offices as needed (ADP, SSP, ODDS, etc.).
  • Responsible for the coordination of the Agency and Program Quarterly Business Reviews.
  • Ensures that Internal Controls are in place to achieve their goals and objectives to avoid or prevent the loss or misuse of resources.
  • Oversee projects that will further the vision, strategies and goals.
  • Report to the VR Executive team on progress, barriers, and adjustments to the plans and projects


What you need to qualify


A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program
Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.
